Question 1)

(i)Formulation of Policies: The senior administrative and technical civil servants help to formulate the policies and programs of the government. These are presented to the ministers and commissioners for consideration and final decisions.

(ii)Implementation of government policies: The top civil servants coordinate and supervise their subordinates to ensure the smooth execution of the policies and programs of the government. This ensures the provision of amenities to improve the health, education, social and general life of their people.

(iii)Keeping government records and property: Civil servants gather and supply very useful information on which government policies and programs are based. They keep and preserve government property.

(iv)Public Enlightenment: The civil service helps to explain government policies to the members of the public. They carry out public enlightenment especially through the mass media to enable the people to appreciate government policies and programs, and problems facing the government.

(v)Quasi-judicial functions: The civil service performs some quasi-judicial functions such as the arrest and prosecution of smugglers (by customs officials). Public health and rent control officers often inspect residential and commercial houses to ascertain their level of cleanliness and curb exorbitant rent demanded by landlords.

(vi)Advice to the ministers/commissioners: The top civil servants act as advisers to the ministers and commissioners in charge of their ministries. Their relevant expertise and experience afford them the opportunity of providing dependable guidance and information on complex government policies and programs

(vii)Collection of revenue:

The civil service assists the government to generate funds through the collection of taxes paid by citizens and corporate organizations, fines from the courts, and duties paid by exporters and importers. This revenue enables the government to achieve its goals and objectives.

It is also an electronic device for storing and processing data, typically in binary form, according to instructions given to it in a variable program.

(i)Heterogeneous

Another characteristic of tourism product and services is that it is heterogeneous. In tourism, tourists make use of several services, including transport, hotels, restaurants, car rentals, and many types of indoor and outdoor recreational activities. However, what a tourist experience at one place is not similar to the one experienced at another place

(ii)Customer participation: In the tourism industry, the customer by all means would have to partake in the delivery of the service being offered, otherwise, the service delivery would never be complete. In the industry, a product is being sold and a product is being consumed; there is no way this can happen without the customer getting involved.

(iii)No ownership: The ownership of a tourism product or service is not transferable to the consumer. The consumer only owns the right to use the product because he has paid for it for a predetermined period of time or days. If a tourist pays for a hotel room, he or she has the right to use the room for the days that he or she paid for.

(iv)Inseparability: Another characteristic of tourism product and services is that they cannot be separated from the provider, that is, it is inseparable. If a tourist enters a restaurant and orders food or drink, the person who is bringing the food or drink cannot separate him or herself from the food or drink being brought to the customer.
